Crypto Betting Sites in Kenya and Nigeria: What the Terms and the Regulators Say

Kenya and Nigeria license local companies on local domains, not the offshore .com crypto sites I review. Only one of my 49 reviews names either country as restricted. What the GRA and Lagos lists say about 22Bet, BetWinner, Melbet, Paripesa, Stake and Rainbet, and the risk players carry.

Cover image

If you searched for crypto betting sites in Kenya or Nigeria, start here: both countries license betting through their own regulators, and the licence lists I read on 12 October 2026 name local companies with local domains, not the offshore .com crypto sites I review. Of my 49 reviews, only one names Kenya and Nigeria as restricted. The rest publish a list without them or no list I could read. Neither is permission, and this page does not tell you that betting anywhere is lawful for you.

I read the Kenyan Act, its regulations and the regulators’ own pages in both countries on 12 October 2026. The operator clauses come from my review files, read between 5 and 8 October 2026. I am not a lawyer, I do not cover every Nigerian state, and I could not open the federal lottery regulator’s site.

A restricted-country list is a contract term. It tells you where an operator does not want customers, and it usually bites at withdrawal time. When Kenya or Nigeria is missing from a list, that only means the operator did not write it down.

Kenya replaced the BCLB with a Gambling Regulatory Authority in 2025

The Gambling Control Act, 2025 (No. 14 of 2025) was assented to on 7 August 2025 and commenced on 26 August 2025, per the Gazette copy on the regulator’s site. Section 120 repeals the Betting, Lotteries and Gaming Act. The Act creates the Gambling Regulatory Authority of Kenya (GRA) as successor to the Betting Control and Licensing Board.

The parts that matter for an offshore crypto site:

  • Section 79(1): a foreign-based operator gets an online licence only if it is registered in Kenya, has a physical address in Kenya and meets the GRA’s regulations.
  • Section 79(3): a foreign operator offering online gambling in Kenya without a licence commits an offence. A company faces a fine of up to fifty million shillings.
  • Section 98: anyone who operates any form of gambling without a valid licence faces up to three million shillings or three years for a first offence.
  • Section 68(8): a licensed online operator must keep a customer care centre within Kenya.

Five sets of regulations came into force on 30 June 2026, as the GRA’s site and a Bowmans note confirm. The Foreign-Based Operators Regulations (Legal Notice 113) cover foreign firms that hold a Kenyan licence but serve other markets. Regulation 7 makes them use “Internet Protocol Geo-blocking and Identity Verification” so that “persons resident in Kenya cannot access their gambling platforms”.

Enforcement already reaches payments. In April 2025 the old board ordered more than 50 unlicensed sites shut and told Safaricom, via a letter to the Communications Authority, “to suspend all associated Pay Bill numbers with immediate effect”, Capital FM reported.

Taxes run through licensed operators. EY’s summary of the Finance Act 2026 (8 July 2026) says excise duty on betting “remains unchanged at 5%”, now charged on amounts deposited for betting. It says withholding tax on winnings is reintroduced “at the rate of 20%”. I found no KRA notice of my own, so treat those rates as EY’s reading. Business Daily wrote on 18 July 2026 that some offshore sites “accept alternative payment methods like cryptocurrency, leading to tax revenue losses”.

Kenya’s licence list names local companies, not the .com sites I review

The GRA publishes a page titled “Gaming operations licensed companies for 2025/2026 financial year”, with 188 numbered rows. These rows match brands I review, and every one lists a Kenyan company and a Kenyan domain:

Trading name on the GRA list Company Domain on the list The site I review
1Xbet Advanced Gaming Limited 1xbet.co.ke 1xbet.com, Caecus N.V., Curaçao
22Bet Nuntis Holdings Limited 22bet.co.ke 22bet.com, Kahnawake permit (Starsten Limited)
Melbet Game Tosha Limited melbet.ke melbet.com, Pelican Entertainment B.V., Curaçao
888starz Zenit Solutions Limited 888starz.co.ke 888starz.bet, Bittech B.V., Curaçao
Begame Blockdance Africa Limited bcgame.ke bc.game, Twocent Technology, Anjouan

I did not find Betwinner, Paripesa, Megapari, Mostbet, Stake, Cloudbet, Rainbet or 20Bet on that page. Two caveats. The list is for the 2025/26 financial year, and the board froze new and renewal applications in October 2025 during the transition. I found no 2026/27 list. So this tells you who was listed, not who holds a licence today.

The practical point: a Kenyan licence sits with a Kenyan company on a .ke domain. If you sign up on the .com site, your contract is with the offshore company on that site’s licence. Section 80 sends online gambling disputes to the Gambling Appeals Tribunal, but I would not count on an offshore company with no Kenyan address answering there.

Nigeria’s gambling licences now come from the states

On 22 November 2024 the Supreme Court ruled in Attorney-General of Lagos State & Ors v. Attorney-General of the Federation & Ors (SC/1/2008). The Federation of State Gaming Regulators quotes the judgment on the Lagos regulator’s site. Lottery and gaming are on neither the Exclusive nor the Concurrent List, so they are for the states. The court voided the National Lottery Act and left federal regulation only in the Federal Capital Territory.

The National Assembly then passed a Central Gaming Bill for online and remote gaming. The 24-state federation called it a breach of the ruling. An article on the Lagos regulator’s site, dated 26 January 2026, says President Tinubu formally declined assent. I found no federal law that replaced it.

So in Nigeria the licence that counts is a state licence. I read the Lagos State Lotteries and Gaming Authority (LSLGA), the most active one. Its notice of 25 July 2026 says Lagos courts held that operators serving Lagos residents online must hold an LSLGA licence. It adds that operators “cannot bypass Lagos laws by locating administrative offices or servers outside the state”.

Lagos lists who is licensed and who is illegal

The LSLGA register of licensed operators, updated on 12 October 2026, includes these brands with Nigerian companies:

  • 1XBET.NG: Beauforbet Nigeria Limited.
  • Betwinner: Advanced Hospitality Limited, the same company that publishes BetWinner’s Nigerian App Store app.
  • 22bet: Arcadia Hospitality Limited, publisher of the Nigerian 22Bet app.
  • Melbet: Otrada Hospitality Limited, publisher of the Nigerian Melbet app. The entry prints a start date of 2 December 2026, which is still in the future.
  • Paripesa: Mediamart Entertainment Limited, publisher of the Nigerian Paripesa app.

The LSLGA also publishes a “List of illegal/unlicensed gaming companies in Lagos State”. It includes Medium Rara NV, trading as Stake.com, and RB Gaming N.V., trading as Rainbet. Techeconomy reported on 11 September 2026 that the Stake action is joint with the state federation. It says enforcement covers payment companies, advertisers and influencers that facilitate Stake, and that the public was urged to stop wagering on it.

Same lesson as in Kenya. The Lagos licence belongs to a Nigerian company. betwinner.com runs on a Curaçao licence held by Prevailer B.V., and paripesa.com on one held by Optim Development B.V. Which one you deal with depends on where you open the account.

Players carry the risk even where the law targets operators

In the Kenyan sections I read (68 to 80 and 92 to 110), the offences target operators, touts, cheating and betting with children. I did not find one aimed at a player who simply bets on an unlicensed site. The Lagos notices I read also target operators and the businesses around them. That is not a safe harbour:

  • Your deposits use rails regulators control. Kenya has already suspended paybills of unlicensed sites, and Lagos is going after payment companies that serve Stake.
  • Kenya is building geo-blocks in. Kenya-licensed foreign operators must keep Kenyan residents out, with quarterly audits under regulation 7.
  • Nobody local is likely to hear your complaint. An offshore operator without a GRA or LSLGA licence is outside both licensing systems, and I found no route that makes it answer a local regulator.

Only one of my 49 reviews names Kenya or Nigeria as restricted

Here is my database on 12 October 2026, split by what each operator’s own terms say:

20Bet shows how thin these lists are. Its §2 bars Uganda, Angola, Rwanda, Zimbabwe and others, but not Kenya or Nigeria. Cloudbet’s T&C 7.1.3 adds “any jurisdiction where the offer is unlawful” to its list, so the missing name may not save you.

The 1xBet family has local licences on one side and offshore complaints on the other

Searches like “is 22Bet legit in Kenya” or “is Melbet legit in Nigeria” mix up two businesses. The local one is on a regulator’s list above. The offshore one is what my reviews cover:

  • 22Bet. Its terms PDF bars 19 countries, not Kenya or Nigeria. Section 2.7 asks players to have “received legal advice before registering”. If you live where use is illegal, the account is closed and the refund deducts winnings since your last deposit. Casino.guru shows 1 unresolved complaint of 385, with open withheld-funds cases.
  • BetWinner. The .com site blocked my locations, so its terms are unread. Trustpilot shows 1.2 from 719 reviews, 93% one-star, with withdrawals pending for days to months. Its Kenyan app is published by Lucky Bet Limited, a name I did not find on the GRA list.
  • Melbet. Blocked too. Casino.guru lists unresolved withdrawal cases in 2026, and Trustpilot’s themes are withdrawals blocked during verification. In January 2026 Uganda’s gaming board said Melbet’s local licensee had ceased operations and was no longer licensed.
  • Megapari. Blocked. Its Anjouan licence for megapari.com shows “valid” with an expiry of 12 October 2026, today. It is on neither list I read.
  • Mostbet. The site answers HTTP 451 to me. Its Curaçao entry reads “Assessment in progress”, and casino.guru has two unresolved cases from April 2026, one judged “justified”. Mostbet is on neither list I read.
  • 1xBet. Casino.guru lists an unresolved complaint in Kenyan shillings: a deposit limit not enforced, KSh 741,925 (22 June 2026).

Press reports link several of these brands to 1xBet; I treat that as reporting, not proof of ownership.

Withdrawal problems follow the same pattern

For “Betwinner withdrawal problem today” or “Paripesa withdrawal problem”, I have no live status feed and will not invent one. What the records show:

  • A Nigerian Paripesa player reported an account locked with ₦2,615,776 after a 2FA reset (casino.guru, 15 August 2026).
  • Paripesa’s Trustpilot score is 1.9, with funds held for weeks and verification freezes. Casino.guru flags an “unreasonably short” KYC deadline.
  • Megapari’s Trustpilot themes include withdrawals declined or stuck pending and KYC taking 11 days or more.
  • 22Bet’s terms say withdrawals are “processed within 5 (five) business days” and cap returns at 60,000 per bet.

Paripesa’s withdrawal charges and maximum payout for Kenya are not published anywhere I could read, and Paripesa is not on the GRA list. None of this is a test from Kenya or Nigeria; my payout tests have none from either country yet. The pending withdrawal guide lists the usual causes.

Bonus codes are where I have the least to give you

I publish no promo codes. On 22bet.com the bonus terms say “All types of bonuses are disabled for cryptocurrency accounts”, so a crypto account gets none. 888Starz’s home page advertised a sports package “up to 400 EUR” with no wagering figures, and its bonus page contradicted that. I have not read 888starz.co.ke.

Cloudbet, BC.Game, Rainbet and 20Bet say nothing about Kenya or Nigeria

  • Cloudbet. Neither country is on its list. KYC is required once deposits reach USD 2,200. Crypto withdrawals are “typically processed within 24-hours of approval”.
  • BC.Game. Its licences page names a separate entity for Nigeria on bcbet.ng. In Kenya, the GRA list carries “Begame” on bcgame.ke.
  • Rainbet. Kenya and Nigeria are not on its §4.1.3 list, but Lagos lists Rainbet as an illegal operator.
  • 20Bet. Up to 24 hours to process withdrawals, with a cap of €4,000 a day.

The crypto sportsbooks and crypto casinos categories carry each site’s restricted list.

A VPN turns a restriction into a confiscation

I do not suggest VPNs. RocketPlay, the one site that restricts both countries, says in §4.2 that using a VPN to bypass a block “may lead to confiscation of winnings”. BitStarz says the same. Rainbet (§3.4), Gamdom and Shuffle forbid VPNs or location masking. Rainbet’s §8.6 lets it refuse withdrawals after a restricted-territory breach. 20Bet does not forbid VPNs, but picking a false country at sign-up “is strictly forbidden” and can cost you your winnings. Kenya’s regulation 7 points the other way: Kenya-licensed foreign operators must use geo-blocking and identity checks. The VPN guide quotes more clauses.

Fake customer care numbers and paybills are a scam route

Many searches ask for a 22Bet paybill, a Betwinner WhatsApp number or a Melbet office. I publish none. I could not read those operators’ own contact pages for Kenya or Nigeria today, and a number copied from a forum is exactly how this scam works.

  • Kenya’s old board said unlicensed sites “scam bettors by accepting deposits via pay bill numbers or STK push services”, then withheld payouts (April 2025).
  • K24 reported in June 2026 that WhatsApp and Telegram tip groups send people to “fraudulent betting platforms that mirror legitimate bookmakers”. It noted that crypto payments are hard or impossible to reverse.

Use only the contacts inside the app or site you already log into. Never send a deposit, password or OTP to a number that messaged you first. In Lagos, check the operator on the LSLGA register. In Kenya, the GRA site has a complaints page. The scam-spotting guide lists more checks.

Gamble only where the rules allow you

The honest answer is short. Kenya and Nigeria license local companies, and the brands people search for appear there under local names and domains. The offshore crypto sites I review mostly say nothing about either country, and the regulators say plenty. If you bet, check the regulator’s list first and this page second. The GRA describes a self-exclusion process, typically for 6 months to 5 years. If gambling stops being a choice, my responsible gambling page lists help lines and blocking tools. 18+ only, and only where it is permitted for you.

Questions people ask

Is 22Bet legit in Kenya and Nigeria?

Two different businesses answer to that name. The GRA's 2025/26 list carries Nuntis Holdings Limited trading as 22Bet on 22bet.co.ke, and the Lagos register lists Arcadia Hospitality Limited as 22bet. The 22bet.com site I review runs under a Kahnawake permit, bars 19 countries (not Kenya or Nigeria) and asks players to have taken legal advice before registering. Check which one you are signing up with.

Is BetWinner legit in Kenya or Nigeria?

In Lagos, Advanced Hospitality Limited holds a licence for the Betwinner trade name; it also publishes the Nigerian app. In Kenya, the app is published by Lucky Bet Limited, which I did not find on the GRA's 2025/26 list. betwinner.com blocked my locations, so I could not read its terms. Trustpilot rates it 1.2 from 719 reviews, with withdrawals pending for days to months.

Are Melbet, Megapari and Mostbet licensed in Kenya or Nigeria?

Melbet appears on both lists under local companies: Game Tosha Limited on melbet.ke in Kenya, Otrada Hospitality Limited in Lagos. I did not find Megapari or Mostbet on either list I read on 12 October 2026. Megapari's Anjouan licence for megapari.com shows an expiry of 12 October 2026, and Mostbet's Curaçao entry reads "Assessment in progress".

Why is my Betwinner or Paripesa withdrawal stuck?

I have no live status feed, so I cannot tell you about today. The records show recurring causes: verification loops, accounts locked after wins and funds held for weeks, including a Nigerian Paripesa case of ₦2,615,776 after a 2FA reset. Paripesa publishes no withdrawal charges or maximum payout for Kenya that I could read. Start with the pending withdrawal guide.

Can players be punished for using an unlicensed betting site in Kenya?

In the sections of the Gambling Control Act, 2025 I read, the offences target operators, touts, cheating and betting with children, not a player who simply bets offshore. That is not a safe harbour. Kenya's former board has had paybills of unlicensed sites suspended, licensed foreign operators must geo-block Kenyans, and no Kenyan body can make an offshore site pay you. Ask a lawyer, not a casino list.

Are Stake, Rainbet and Cloudbet available in Nigeria?

None of them names Nigeria as restricted, but the Lagos State Lotteries and Gaming Authority lists Medium Rara NV (Stake.com) and RB Gaming N.V. (Rainbet) as illegal gaming companies in Lagos. Cloudbet is on neither Lagos list, and its terms exclude "any jurisdiction where the offer is unlawful". Not listed by the operator is not permitted by the state.

Where can I find the official 22Bet paybill or BetWinner WhatsApp number?

Only inside the operator's own app or site, after you log in. I publish no numbers, because I could not read those operators' contact pages for Kenya or Nigeria today. Kenya's former board described unlicensed sites taking deposits via paybill or STK push and withholding payouts, and fake WhatsApp tip groups route people to copycat bookmakers. Never send money or an OTP to a number that contacted you first.

Can I use a VPN to bet from Kenya or Nigeria?

I do not suggest it. RocketPlay, the only site I review that restricts both countries, says a VPN used to bypass a block may lead to confiscated winnings. Rainbet, Gamdom and Shuffle forbid location masking, and 20Bet forbids picking a false country at sign-up. Kenya's own rules require licensed foreign operators to geo-block Kenyan residents. A VPN changes what the site sees, not the law where you are.
